RUIDP

The Government of Rajasthan has taken up Rajasthan Urban Infrastructure Development Project (RUIDP) with the loan assistance from Asian Development Bank (ADB) to address the situation in selected cities / towns of the State. The expected outcome of the project is to improve urban environment, public health and living conditions of the citizens of the project cities / towns as well as to increase tourism potential.

Under RUIDP Phase-I, six divisional headquarters – Ajmer, Bikaner, Jaipur, Jodhpur, Kota, & Udaipur were identified for focused investment in important urban infrastructure sectors benefitting a population of 52.93 Lacs as per the 2001 census. These cities / towns are the administrative, industrial, commercial nerve centres of the State besides being important tourist centres. They hold significant importance from cultural, business and historical point of view. The Project Cost of Phase-I was US$ 362 million and project interventions were made in various sectors including water supply, wastewater management, urban transport and roads, drainage, cultural heritage, solid waste management, fire fighting, slum improvement and emergency medical services.

RUIDP Phase-II of the project has a total estimated cost of US$ 390 million to finance the infrastructure investments and capacity development to support urban institutional, financial and service delivery reforms of Government of India. Under Phase-II, 15 towns namely Alwar, Baran, Barmer, Bharatpur, Bundi, Chittorgarh, Churu, Dholpur, Jaisalmer, Jhalawar-Jhalrapatan, Karauli, Nagaur, Rajsamand, Sawai Madhopur, and Sikar have been selected. All these towns are district headquarters having tourism potential and project intends to support their growth potential and poverty reduction. A total population of 1.6 million is getting benefitted due to the project interventions in water supply, wastewater management, urban transport and roads, drainage, solid waste management, fire fighting and cultural heritage.

Learning from the experience of implementation of Phase II, the new urban development initiatives have being taken in RUIDP Phase-III to complement the past and ongoing efforts of Government of Rajasthan to improve service delivery in water supply and sewerage sectors to the residents of selected towns of Rajasthan. The total program size of Phase-III is of US$ 610 million of which project component will be utilized in water distribution network improvements and sewerage systems in the six project cities namely Sriganganagar, Hanumangarh, Jhunjhunu, Pali, Bhilwara and Tonk. The Program component will support policy reforms and consolidate institutional development and governance improvement in the urban sector in the state.

On world scenario, the urban areas are becoming centres of economic growth. Because of the rapid growth and urbanization, there has been an increased pressure on the urban infrastructure facilities. Citing this growth, the Government of Rajasthan (GoR) took Rajasthan Urban Infrastructure Development Project (RUIDP) with the loan assistance from Asian Development Bank (ADB), to provide integrated quality infrastructural facilities in six divisional headquarters of the State and with the further requirement it was extended to 15 more towns under RUIDP Phase-II Rajasthan Urban Sector Development & Investment Programme (RUSDIP).

About the RUIDP

The Government of Rajasthan is committed for all-round development of the State and urban development is one of the focus areas in this ‘people centered’ developmental effort. There has been rapid growth of population in the urban centers of the State as in the other parts of the country and it has become utmost important to enhance the infrastructure facilities to meet the emerging challenges in urban management. In view of the above, Rajasthan Urban Infrastructure Development Project (RUIDP) was taken by the Government of Rajasthan (GoR) as a Special Purpose Vehicle (SPV) with support from the Government of India (GoI) and the Asian Development Bank (ADB) in the year 1998.

The ADB funded, RUIDP Phase-I aimed at improvingsustainable infrastructure facilities in six major cities of Rajasthan including Jaipur, Bikaner, Jodhpur, Ajmer, Kota and Udaipur. The Project was designed for enhancing the capacities of urban local bodies (ULBs) and making awareness among community for effective participation. The sub-projects covered under Phase-I included rehabilitation and expansion of urban water supply systems, improvements to the waste water collection and treatment systems, solid waste management, storm water drainage, urban roads and bridges, slum area improvements, fire fighting, emergency medical services and conservation of historical sites.

After successful implementation of Phase-I in six divisional headquarters, GoR initiated Phase-II of RUIDP in the year 2008 in fifteen towns viz., Alwar, Baran-Chabra, Barmer, Bharatpur, Bundi, Chittorgarh, Churu, Dholpur, Jaisalmer, Jhalawar-Jhalarapatan, Karauli, Nagaur, Rajsamand, Sawai Madhopur and Sikar. The project intends to upgrade the infrastructure facilities relating to water supply, solid waste management, wastewater management, roads & bridges, drainage and fire fighting in addition to restoration of selected heritage sites and capacity building of the stakeholders. The project has also taken initiatives to involve the urban local bodies (ULBs) to the extent possible in implementing and managing the project especially in solid waste management and fire fighting facilities.

After successful implementation of Phase-II, GOR initiated Phase-III in Year 2015 in 13 towns Viz. Pali, Tonk, Sri-Ganganagar, Jhunjhunu, Hanumangarh (Water Supply & Sewerage Work) & Bhilwara, Sawai Madhopur,, Jhalawar-Jhalarapatan, Bikaner, Mount-Abu (Sewerage) and Basnwara (Drainage Work). Work of Jhunjhunu, Bikaner, and Banswara has been completed and remaining works are near about completion.

After successful implementation of Phase- III, GOR initiated Phase-IV in Year 2020 in 14 towns viz. Sirohi, Aburoad, Kuchaman , Sardarshahar, Banswara, Khetri, Mandawa (Water Supply & Sewerage), Ratangarh, Fatehpur, Pratapgarh, Ladnu, Didwana, Makrana (only Sewerage) and Laxmangarh (only Water Supply). Works are under progress.
