RUIDP

The preliminary identification of works was done by consultants appointed by the ADB following detailed analysis and discussions with the Government agencies and public representatives. A feasibility report was prepared by these consultants prior to the sanction of the loan. In order to revise, update and prioritize such lists, elaborate system studies were undertaken at the survey, analysis and design stage with full involvement of experts, public representatives & line departments. Work Finalization Committee, City Level Committees (CLCs) having local MLAs, other public representatives and local officials of line agencies as members, considered recommendations of consultants and finalized the list of works. The final approval of works is accorded by an Empowered Committee under the Chairmanship of Hon'ble Minister Urban Development. The works are identified based on long term perspectives taking into account the felt needs of the citizens including technical feasibility and economic viability of the works. 

Description of Identified Works

Water supply rehabilitation and expansion:

Production, Transmission & Distribution, Water Audit, Improvement in Operational Efficiency and Reduction of NRW (Non Revenue Water) Specifically works include construction of water treatment plants, pump houses, transmission and distribution pipelines, elevated service reservoirs, clear water reservoirs etc. Replacement of old and inefficient pumping machinery to increase efficiency, replacement of old and worn out pipes to reduce leakages, installation of bulk and domestic meters for proper measurements. 

Urban Environmental Improvements:

Wastewater Management: Design of comprehensive dedicated sewerage systems by laying/ rehabilitation of sewer lines, construction of new sewage treatment plants and rehabilitation of existing sewage treatment plants. Ensuring connectivity to existing and new sewerage system. Procurement of sewer maintenance equipment.

Solid Waste Management:

Design and construction of environmentally appropriate sanitary land fill sites and procurement of latest equipment for collection, transportation & management of solid waste. Preparation of solid waste management master plan for the project cities. 

Drainage:

Strengthening the existing storm water drainage system; construction of new drains. Preparation of drainage master plan for project cities 

Fire Fighting Services:

Constriction of new fire stations, staff housing and procurement of Fire-fighting equipment. 

Histrorical Site & Enviormental Management (including important individual histrorical monuments) :

Development of Sites and Services, including Historical Sites: Restoration and Conservation of historical sites. 

Urban Transportation and Management:

Construction of bridges over railway crossings, construction of fly-overs, development of parking places and traffic intersections. Improving traffic management by widening and strengthening critical sections of roads. 

Community Awareness and Participation Programme:

Participatory Community involvement in the Project for delivery of sustainable urban services through NGOs/CBOs 

Other Works

Capacity Building of Urban Local Bodies

• Computerization of the urban local bodies and development of Comprehensive Information Database.
• Development and implementation of a Revenue Improvement Action Plan (RIAP) for increasing the income of the local bodies. Capacity building of the employees of the local bodies to ensure better delivery of services by the local bodies.
