Rajasthan Urban Infrastructure Development Project (RUIDP) -Phase-I

1. Introduction:

Rajasthan Urban Infrastructure Development Project was an Asian Development Bank assisted project having an initial total project outlay of US $ 362M (Rs. 1529 crores) with the rate of Dollar vis-a-vis Rupees (Rs. 42.2 per Dollar) at the time of approval. The towns covered under the project were Ajmer, Bikaner, Jaipur, Jodhpur, Kota & Udaipur. Out of this project outlay 69% was ADB loan share (US $250M) on interest based on LIBOR and 31% (US $112 M) was state share. The GOI had transferred the ADB loan amount to GOR in Rupee terms with 30% grant and the 70% amount on interest rate ranging from 13.5% to 9.00% per annum decided from time to time.
The date of start of the project was 18 January, 2000 and initially date of completion of the project was fixed as 30 June, 2005 which was extended up to 31 March, 2009 due to major addition of  Bisalpur Jaipur Water Supply Project (BJWSP) for Jaipur city in RUIDP from the likely savings in the project. Accordingly the project was revised to Rs. 1854 cr. with additional state share for completion of BJWSP Transmission work under RUIDP. The Executing Agency (EA) for the Project was Urban Development Department (UDD).

2. Project Objective :

The objective of the project was to optimize social and economic development benefits in urban Rajasthan. This was achieved through policy reforms to strengthen urban management and support for priority investments in urban infrastructure and services required to meet basic human needs, improve quality of life and stimulate sustainable economic development. The assistance was directed at the cities with the greatest development potential to: (i) readdress immediate infrastructure and service deficiencies as well as meet future demands for fulfilment of basic human needs; (ii) act as a vehicle through which the policy reforms can progress and be effectively executed, and (iii) have the maximum demonstration effect for replication in other cities in Rajasthan and in other states.

3. Project Impact and Outcome :

The project supports the Government's priority investment in the urban sector, based on an urban development strategy that focused on improving the welfare of the urban poor and the devolution of municipal management responsibility from states to cities. This integrated urban development project, under which assistance was being given to the state of Rajasthan; helped to meet basic human needs by developing urban services for water supply and sanitation, solid waste and waste water management, and slum and environmental improvements. The project also supported street improvement and traffic management, and strengthen other civic services required to improve the quality and safety of urban life. The project provided assistance towards capacity building and community participation at the state and local levels to support the effective devolution of urban management, taking into account the importance of good governance. 
The Project, as per the agreed framework, was designed to address the urban infrastructure development, slum improvement, civic infrastructure, institutional strengthening and financial sustainability by supporting the infrastructure development in following sectors;

h. Support Infrastructure for Cultural Heritage
i. Urban Drainage

4. RUIDP Loan:

Asian Development Bank gave loan of US$n250M to the Govt. of India at 60 paisa higher on London Inter Banking Offer Rate (LIBOR) which was flexible. 70% of the total amount was given to the Govt. of Rajasthan at 9% rate of interest (changeable) and remaining 30% of the amount is given as grant to the State Govt. by the Govt. of India.  Loan repayment would be for 25 years which includes relaxation of 5 years (repayment of loan start from the financial year on which the money was borrowed and repayment period is next 20 years).

5. Approval by State Cabinet:

The State Cabinet by its order 140/99 dated 23.07.1999 and subsequent order 118/2008 dated 28th August 2008 approved the project for Rs. 1854 crores, with loan financing of US$ 250M from ADB as detailed below:

6. Responsibilities of Repayment & on-lending agreement:

The responsibility of repayment of the loan and own contribution was determined to the concerned line agencies on the basis of the works proposed under the project of their responsibilities. On-lending agreement was signed with the Urban Local Bodies for the acceptance to scheduled repayment of loan.

7. Project Execution:

The Executing Agency (EA) for the Project is Local self goverment department under the ministry of UDH & LSG,GOR. The project would be implemented under its direct supervision, with the approval of Minister, UD Government of Rajasthan.

8. Implementation Arrangements :

(a) Executing Agency : Local Self goverment department

(b) RUDSICO Board under the chairmanship of Hon'ble Minister UDH & LSG for all policy decisions.

(a) Empowered Committee:

The Empowered Committee was constituted by the GOR, vide order no. F 6(45)AR/Gr.-3/99 dated 16.11.2009 and subsequent orders 13.04.2002, 04.05.2005, 28.01.2006, 2.09.2006 and 24.03.2007. This is the apex body for the Project, which is responsible for taking all important decisions with respect to Project implementation and accord all sanctions under the Project. To ensure timely Project implementation and for efficient & effective decision-making, the powers of the State Government are delegated to the Empowered Committee.

(b) City Level Committee:

For finalization and implementation of various works and removing various bottlenecks at the local level, City Level Committees (CLCs) by the GOR were constituted vide order no.P6(40)/AR/N-3/2001 dated 21.11.2001. Their responsibility was to assist in planning and programming the project activities, serve as a coordinating agency to direct the activities of the different line agencies, serve as a mechanism for ensuring that the public is represented in the Project activities, monitor the Project progress and activities, and provide overall subproject guidance. The Empowered Committee accorded the permission to establish City Level Committees in each of the Project cities.
The City Level Committee used to meet at least once per quarter, or more frequently if required, to review the Project activities, identify issues for improvement, and provide guidance to the PIU on actions to be taken to improve the Project performance.
The committee for Jaipur was headed by Secretary Urban Development and in the other five project cities is headed by the District Collector. The CLC included public representatives, NGOs and Govt. officials from line agencies.

(c) Project Management Unit (PMU):

The Project Management Unit (PMU), established by the Urban Development Dept., is the main agency for Project planning, budgeting, preparing engineering designs & bid documents, bidding, evaluation & award of contracts, monitoring implementation of contracts through PIUs and overall management of all activities of the project. The PMU is headed by a Project Director and assisted by competent, qualified and experienced officers from various Engineering (PWD, PHED & ULBs), Finance and other departments. The PMU puts up matters for decision of the Empowered Committee and ensures their compliance, submits periodic reports to the Bank, obtains necessary approvals from the Bank, issues bid documents, evaluates bids received, exercises supervision over construction activities, releases funds submits reimbursement claims, ensures compliance with the loan covenants, and exercises supervision over the Project Consultants and Project Implementation Units (PIUs). PMU functions under the supervision and control of Urban Development Department.

(d) Project Management Consultant (PMC):

PMC was to assist PMU in overseeing formulation of standard specifications and preparation of bidding documents (by DSCs), pre-qualification of contractors, bid evaluation and tender adjudication, preparation of base maps, reporting formats for the capital works, financial monitoring, environmental monitoring, training, computerization and reporting and execution of the project.

(e) Project Implementation Units (PIUs) : 

At the city level there is a Project Implementation Unit (PIU), which is the implementing agency for works. The PIUs have been established in all the six project cities and are headed by Superintending Engineer level officers and assisted by competent, qualified and experienced officers from various Engineering (PWD, PHED & ULBs), Finance and other departments. The PIU are under the direct administrative control of the PMU. 

(f) Design & Construction Supervision Consultants: 

An elaborate system of reviews and checks has been established under the RUIDP to ensure efficient, economic and technically perfect engineering designs. These designs and estimates were prepared by the Design and Supervision Consultants and reviewed by the Project Management Consultants, PIUs and PMU to ensure that the best techno-economic engineering designs based on the latest standards and technologies are adopted. Approximately 300 contractors have been pre-qualified for the LCB (Local Competitive Bidding) works in accordance with ADB procedures. The scope of consulting services for the DSCs included (i) carrying out all detail surveys, studies and site investigations; (ii) update feasibility study findings wherever available; (iii) prepare conceptual, preliminary and detailed designs; (iv) prepare detailed technical specifications, bill of quantities, drawings and bid documents (v) to assist PIUs in Contract supervision & administration of sub-projects etc.

9. Bisalpur Jaipur Drinking Water Supply Project:

The Bisalpur Jaipur Water Supply Project (Transmission Part) was included in RUIDP on recommendation of Govt. of Rajasthan with the approval of Govt. of India and ADB. The demand of the year 2016 of Jaipur city shall be fulfilled by Bisalpur Jaipur Drinking Water Supply Project and raw water pipe line of length 8.4 Km. shall fulfill the demand for the year 2021.

In the Bisalpur Jaipur Water Supply Project the transmission part from Bisalpur to Balawala which includes installation of pumping machinery at intake pump house, CWR and 400 MLD Water Treatment Plant work at Surajpura and raw water pipe line (dia 2400mm) of length 8.4 Km. of and Clear Water Pipe Line (dia 2300mm) of length 97.4 Km. of from Surajpura to Balawala work is being executed, through RUIDP.

11. Community Awareness and Participation Program (CAPP)

Appreciating the fact that the long-term success of the project depends on the willingness of local communities to sustain improved services and facilities provided by the project, Community Awareness and Participation Program (CAPP) was designed as an integral part of RUIDP with objective of fostering greater awareness and involvement of the communities for participating in all aspects of project decision making. To design and implement the CAPP, Indian Institute of Rural Management (IIRM) was mobilized as the State Level NGO after following ADB procedures. The CAPP units were established to implement the programme of RUIDP in the six project cities.

Several campaigns, seminars, orientations, trainings had been organized at different levels on various facets of health, hygiene, water and sanitation, solid waste management, sewerage, property connections, road safety and other RUIDP related sectors. IEC material was also brought out on the above issues. The programs were designed to help enhance the understanding of the project and through people's participation ensure sustainability of the assets/ services provided. 

12. Tentative city sector allocation for various cities under RUIDP (Phase-I) :

The tentatively allocation amount for the six Project Cities was based on the forecasted estimate costs and final expenditure comes to Rs 1831.93 cr with IDC.

13. Status of Works for various cities under RUIDP:

Under Phase- I :-

The total nos. of works allotted during the Project is 209. There were in all 14 Railway Over Bridge works, 14 nos. drainage works, 8 nos. Fire fighting packages, 8 nos. Heritage development works, 11 nos. Emergency Medical Services works, 6 nos. Slum improvement works, 10 nos. packages for Solid Waste Management works, 17 nos. in Street sector, 47 nos. Waste Water Management works and 73 nos. works pertaining to Water Supply Sector including Bisalpur work. One package was for the Development & implementation of Integrated Computerized System for efficient services delivery to citizens.

 

Total works Completed in the various Project cities were 209 amounting to Rs. 1780 cr. Out of which 209 works have been physically completed. The work of Bisalpur Jaipur Water Supply Project (Transmission Part) has been completed.

Under Phase- II :- Total 109 works amounting to Rs. 1772 Cr. is Completed in multi Sectors.

Under Phase- III:- Total 15 works amounting to Rs. 3490 Cr. is awarded and under execution.

Under Phase- IV:- Total 14 works amounting to Rs. 3076 Cr. is awarded and under execution.

 

14. Use of latest technology:

Modern technologies and computer design software were used in project design, implementation and monitoring. These are also made available to various engineering departments of the State Govt. and Local Bodies. Various training programs were conducted by RUIDP for its in-house staff and staff of other departments. 

15.Capacity Buliding: Municipal Council Computerrization

To strengthen the working capacity at the work sites, these workshops were organized at regular intervals by RUIDP apart from the Construction Management Systems(CMS) Circulars issued for better project administration and management. In these workshops experience on quality control and quality commitment are shared including how to save time on works. Advises received during these sessions from Experts of line departments and RUIDP officials are taken care of and adopted by RUIDP for better implementation of the works. RUIDP has received benefit of these workshops in the form of Quality, Timeliness and Economy.
